This year's workbook has
six chapters. In
Chapter I, we
survey CUNA Mutual and
Credit Union Risk Managers to
"benchmark" our 2006 RM
programs and projects. In
Chapter II, we
retrain and introduce
alternative RM research and
development (R&D) strategies
for 2007. In
Chapter III, we
update RMA data sheets and
review written
reports to ensure we're
supporting CM underwriting and
claims personnel and our
recommendations are being
implemented at the credit union
level.
Chapter
IV, we refresh our RM
workshops and presentations and
plan for a series of 2007 RM discussions and
fireside chats with our Credit
Union Risk Managers. In
Chapter V,
we
take advanced training in CUNA Mutual's
Unified
Incident Command and Control
System. This system adopts the
"Incident Command System (ICS)
and National Incident Management
System (NIMS) required teaching
for law enforcement, fire
fighters, and emergency
governments to the credit union
movement. |
From Steve Finnigan...Welcome to
benchmarking 2006!
Benchmarking
is a process that compares what we've
accomplished to what we expected
to accomplish when we wrote our
2006 Mission Statements. We also
compare RM projects in the UK to
RM projects in CUNA
Mutual markets. We also
compare RM methods being used in
other markets to what our credit
unions are doing. For example,
in other markets they've been
using "statement analysis" to
profile and discourage scam
artists, and reverse tracing to
track internet crooks back to
their hide-outs. Benchmarking also
helps us determine how
vulnerable we are to natural
disasters, terrorist attacks,
and pandemics and how ready
we'll be to respond.
Again
this year, Rich Woldt is working
with us during our benchmarking
process. Please welcome him into
your credit unions and share
your candid opinions about our
RM programs and projects. To
practice what we preach, his
pass word phase when challenged
is... "Have your seen Officer

Thank you for asking
me to be part of your
benchmarking process. I
reviewed your 2006
Mission Statement, AIMs, and Strategic
Action Plans and
identified RM
project' targets and
mission timelines.
First, you
focused on creating RMA
data sheets that focus
your on-site risk
analysis on level #1
risks in the UK credit
union movement.
Second, you
focused on maintaining
RM records and logs that
would support your
recommendations,
underwriting decisions,
and the adjusting of
claims should a loss
occur.
Third, you
focused on writing RMA
reports that stated your
RM concerns, explained
why they were a concern,
and than made specific
RM recommendations
appropriate for the
credit union and the
credit union movement in
the UK. Report
recommendations
were also to be
written in priority
order and reports were
to establish compliance
expectations to include
setting target dates for
implementation. And, you planned
to create a follow-up
tickler file to make
sure level #1
recommendations were
implemented.
Fourth, you
focused on RM team
building both among CUNA
Mutual personnel in the
UK and at the credit
union level. This
included identifying
on-site "Credit Union
Risk Managers" and
providing them with RM
training appropriate for
their credit union. It
also included conducting
on-site risk analyses
and RM training at the
credit union, chapter,
and country levels.
Finally, you
had a number of
professional development
and continuing education
targets we'll discuss.
I'll again this year
survey
our CUNA Mutual
personnel in the UK as
well as a number of our
CUNA Mutual customers.
Together,
we'll hold group
discussions with credit
unions in the UK, update
them on current RM concerns
in the international
credit union movement,
and brief them on our
anticipated process
improvements for 2007. |

monitoring your projects
monthly I know already
you're on target. What
I'll evaluate is the
course corrections you
made during the year
based on the changed
project priorities in
the UK. We'll also have
to take into
consideration the impact
natural disasters,
terrorist threats, and
now the fear of a
pandemic has had on RM
priorities in the UK.
I'll use your AIM at the
beginning of 06 as a
benchmarking base point.
